William Hansen, Thomas O'Donohoe and Gemma Ralph appointments to the Attorney General's London Panel

3PB Barristers (3 Paper Buildings) is delighted to announce that William Hansen, Thomas O'Donohoe and Gemma Ralph have been appointed to the Attorney General’s London Panel for a period of five years, commencing today Monday 1st September 2025. William has been re-appointed to the London A Panel, Tom has been promoted to the London B Panel and Gemma has been appointed to the London C Panel.
William Hansen regularly acts for a variety of government departments and agencies. William routinely appears in the Administrative Court acting for the Crown, particularly in the field of immigration, where he has a particular interest in Article 8 ECHR, PBS claims, Dublin Regulation claims, asylum, human trafficking and unlawful detention. A judicial review expert, William is also an authority in human rights laws and has been on the London A Panel since September 2017.
Thomas O'Donohoe is a civil law barrister who specialises in public inquiries, civil litigation involving government parties and other areas of public law as an advocate and also has a busy advisory practice. Before this promotion, Tom had been on the London C Panel since August 2020.
Gemma Ralph is a civil law barrister with a background in public policy, international relations and public international law. Gemma accepts instructions in a broad range of civil matters and has recently advised GLD in several Afghan Resettlement claims.
The Attorney General’s Panels consists of counsel who undertake civil and EU work for all government departments and is administered by the Government Legal Department (GLD). 3PB now has ten barristers on the Attorney General's Civil Law panels, namely:

London C Panel: Naomi Webber, Gemma Ralph
