Public and Regulatory
Gabriel enjoys a varied Public and Regulatory practice.
Gabriel is currently seconded to Ofsted part-time, instructed as Junior Counsel for Ofsted in the Independent Inquiry into Child Sex Abuse (IICSA). He has been actively involved in the Inquiry’s investigations into The Roman Catholic Church (now concluded) and Special and Residential Schools (ongoing).
Gabriel also undertakes a variety of Professional Disciplinary work and frequently appears in tribunal and committee hearings, instructed on both sides of the aisle.
Gabriel is regularly instructed as a Case Presenter for the Nursing and Midwifery Council and frequently appears in proceedings before the Fitness to Practise Committee. Gabriel also has a wealth of experience, appearing in matters before:
- The Farriers Registration Council
- The General Dental Council
- The Chartered Institute of Management Accountants
- The Association of Chartered Certified Accountants
- The United Kingdom Council for Psychotherapy.
He accepts instructions across the board in professional disciplinary and other regulatory matters.
Gabriel regularly appears in matters relating to Environmental Protection Act Claims, Food Safety and Hygiene Regulations, Trading Standards Prosecutions and Prohibition Orders, as well as a range of other matters brought by or against Local Authorities.
Additionally, Gabriel is regularly instructed by the Police and numerous Local Authorities on matters including:
- Domestic Violence Protection Orders
- Public Law Education and School Attendance Order Breaches
- Injunction Breaches
- Applications arising from Anti-Social Behaviour Orders; and
- Proceeds of Crime
Gabriel also has experience in Public Law Insolvency matters, having previously worked as in-house counsel at the Insolvency Service and the Department for Business, Innovation and Skills. During this time, Gabriel also had extensive experience of Proceeds of Crime and Confiscation proceedings.
