Overview

Lucy Bill is a civil barrister specialising in personal injury, clinical negligence, costs and professional negligence, acting for both Claimants and Defendants. Lucy enjoys a busy practice in Court and is regularly instructed in RTA and EL/PL matters, including fundamental dishonesty and credit hire disputes. Lucy is a persuasive yet measured advocate, with experience in successfully obtaining strike out applications, costs orders and contract unenforceability due to fraudulent misrepresentation. Lucy also successfully represented a Claimant in a recent two-day multi-track personal injury trial before a Civil Recorder, and readily accepts instructions for case management hearings, multi-track mediations and detailed costs assessments.

Lucy has a strong paperwork practice, frequently advising on matters pertaining to liability, quantum, Part 36 offers and case management strategy. Lucy additionally accepts instructions to draft statements of case, Part 35 questions to experts and complex Schedules of Loss, including Ogden future loss calculations. Lucy additionally specialises in drafting military NIHL claims.

During pupillage, Lucy gained extensive experience by observing senior members in Chambers. In particular, Lucy drafted Schedules of Loss, observed CCMCs and witnessed formal mediations for high-value multi-track claims involving, inter alia, fatal accidents, catastrophic brain injury, sub-contractor disputes and stillbirth cases. Lucy also acted as pro bono junior counsel in a complex solicitor/client costs dispute arising from a CFA.

Outside of work, Lucy enjoys powerlifting, skiing and travelling.

    Lucy is additionally a member of the 3PB Inquests Team. She is adept at handling complex medicolegal issues, questioning expert witnesses and dealing with Article 2-compliant proceedings both with and without a jury. Lucy is able to deal with sensitive circumstances and represents the interests of bereaved families as well as those of interested persons, including where the potential responsibility for a death may become the focal point of the proceedings. Lucy has acted in high-profile inquests, including representing the family of Roxy Edie Paula Phillips at the inquest touching upon her death at 15 years of age when she was sadly electrocuted on the live railway tracks from Weymouth Station. The jury concluded that there were missed opportunities by Network Rail, Dorset Police and the British Transport Police to adequately search before restoring power to the lines. Lucy has also represented family members and interested persons in Article 2-compliant jury inquests involving deaths by manslaughter, as well as non-Article 2 deaths by suicide, medical complications and other unnatural causes.
