3PB Barristers (3 Paper Buildings) is delighted to announce that leading employment and public law barrister Emma McIlveen has joined chambers as an associate member. Qualified in four jurisdictions, Emma is frequently instructed in cases in England and Wales, Northern Ireland and the Republic of Ireland.

Emma is a popular choice for high-stakes and landmark litigation, often involving vulnerable individuals, public bodies and cases with significant reputational/regulatory risk. She provides practical advice on resolving complex and sensitive disputes to a wide range of clients. Recent instructions include successfully representing the National Farmers’ Union in an appeal concerning employment status and contractual reality; McEldowney, the first case in which the Tribunal appointed a Registered Intermediary to support a vulnerable claimant; a high-profile discrimination case brought by a conservative Christian employee who challenged his employer’s stance on LGBT issues and judicial reviews of Belfast City Council’s call-in process, the legality and scope of Operation Denton and Northern Ireland Executive’s failure to deliver Northern Ireland’s Racial Equality Strategy.

Emma commented, “I’m very excited to be joining the great team at 3PB and to be strengthening two teams in one move - employment and public and admin - both of which have excellent reputations.”

Karen Moss, who leads 3PB's Employment and Discrimination Group, said: “I am delighted that Emma has chosen to join us at 3PB. Emma has a stellar reputation as a barrister in employment law, public and administrative law, coronial inquests, regulatory proceedings, and complex multi-jurisdictional litigation. We very much look forward to having her as an associate member of Chambers.”

Emma's appointment demonstrates 3PB's commitment to further strengthening its employment and public law practice areas and ensuring that it offers its clients counsel of the highest quality and capability.
