Ben Amunwa set to lead 3PB's Public Law Group

3PB Barristers (3 Paper Buildings) are delighted to announce the promotion of Ben Amunwa (pictured here) to be the new head of Public Law, replacing Mathew Gullick KC. This prolific and high-profile team of barristers offers advice and representation on all the legal aspects of public and administrative law such as judicial reviews, civil liberties and human rights, equalities, government departments' and local authorities' governance and statutory powers.
Ben Amunwa (call: 2013) has an outstanding public law, equalities and human rights practice. He takes instructions in strategic, multi-party cases that often raise local and national policy issues, technical points of law and systemic or public interest considerations. Ben has secured numerous central government policy reversals, positively affecting the lives of thousands. In addition to Ben's advisory practice assisting public bodies on their duties and legal risk, his reported cases include:
- The landmark case of DMA & Others v SSHD [2020] EWHC 3416 (Admin); [2021] 1 W.L.R. 2374: representing a severely disabled claimant and successfully establishing a ‘duty to monitor’ in the context of s.149(1) of the Equality Act 2010.
- ASY & Ors v Home Office [2024] EWCA Civ 373; [2025] KB 87: authoritative guidance on the scope of the positive duty in article 3 of the European Convention on Human Rights, representing families comprised of 90 individuals seeking damages under the Human Rights Act 1998 regarding the impact of an unlawful government policy.
- R (PZP) v HS Academy Trust and another [2026] EWHC 489 (Admin): successfully representing a Multi-Academy Trust in multiple challenges to permanent exclusion decisions, clarifying the duties of Independent Review Panels.
On his appointment, Ben said: “I am honoured to become head of Public Law at 3PB and look forward to building on the strength of the group established over the last 40+ years. Ben will continue to be supported by a clerking team led by Stuart Pringle (Chambers Director) with Sam Collins (Practice Director), Tom Cox (Senior Practice Manager) and Gemma Faulkner (Practice Manager) managing specialist clerks across 3PB's seven-office network.
