Prior to coming to the Bar, Mark Sullivan qualified as a Chartered Accountant and then worked for 14 years in international investment banking in London and New York.

He prosecutes on behalf of the CPS and is a member of the Attorney General’s Panel (Western Circuit), instructed by
HMRC, DTI, Department of Work & Pensions and the Health & Safety Executive.

Recent high profile cases include:

R Ltd and R B (a sole trader) – Prosecution 2007 (HSE)
Offences related to a serious accident resulting in a 22 year old labourer being left paralysed. Issues arising included – supervision, training, contractual obligations in a multi-agency situation, method statements and risk assessments, inductions, corporate responsibility, pre tender assessments, and reporting to HSE.
Nigel Lickley Q.C. led on this matter.

R v S – Prosecution 2006 (HMRC)
A Missing Trader Intra-Community (MTIC) fraud case. The defendant was the operator of a French company which was used to provide paperwork, etc, showing zero-rated exports of mobile phones from France to the UK, sometimes via Spain. This led to the loss within the UK, of many millions of pounds of VAT.
Michael Parroy Q.C. led on this case.

In combination with HSE work there is a specific link with Mark’s Personal Injury practice especially pertaining to acting for both claimants and defendants in actions such as fatal accidents, employers liability and accidents in the work place.

He also defends in all types of cases and has particular experience of representing clients in alleged benefit frauds, and road traffic matters, including acting for commercial operators and the drivers in the criminal courts and at Public Inquiries.
